Traffic Notice for Route 885 Lebanon Road

Golden Triangle Construction is under contract with PennDOT for the replacement of the bridge structure carrying Lebanon Road (SR 885) in West Mifflin Borough, Allegheny County, over the Union Railroad.  In accordance with the specifications for our project, this notice is to inform you of upcoming construction and traffic restrictions. 

 

Work is scheduled to begin on Thursday, March 27, 2014, weather permitting.  The bridge will be constructed using half width construction.  Traffic will be maintained for the duration of the project, although lane widths may be reduced.  We appreciate your understanding and for the safety of our workers, we kindly ask that all members of your organization and community use caution, observe and obey signs and posted speed limits, and pay attention when driving through the work zone.

Public Hearing Notice

West Mifflin Borough Council will hold a Public Hearing in the Council Chambers of the NEW Municipal Building, 1020 Lebanon Road on Wednesday March 12, 2014 at 5:30 PM for the purpose of hearing public comment on the Conditional Use Authorization request from Pull-A-Part for the use of the former General Motors property located at 1451 Lebanon School Road for the purpose of using the property as a retail facility and outdoor storage. 

Under Section §290-62 of the Code, the Applicant’s use should be subject to the following conditions: 
1.    All outdoor display shall be completely enclosed by an opaque steel, solid wall no less than 8 feet high; 
2.    The Applicant’s hours of operation for use by the general public shall be no earlier than 7:00AM and no later than 9:00PM;
3.    The Applicant shall be required to submit a landscaping plan which complies with the Borough’s requirements for approval;
4.    The Applicant’s operation shall be designed in such a manner as to minimize any noise from its flattening operations; 
5.    The Applicant shall be required to install appropriate security lighting and signage as approved by the Borough Zoning Officer.
6.    The Applicant shall comply with all of the other bulk regulations and restrictions applicable to the I-1 Heavy Industrial District under the Code.
7.    The Applicant shall store all fluids removed from vehicles in above ground tanks within secondary containment.
8.    The Applicant shall maintain a Storm Water Pollution Prevention Plan, and Spill Prevention, Control and Containment Plan.

Sale of Public Land

West Mifflin Borough will receive bids for the sale of unneeded land and building in the Borough  known as the West Mifflin Borough Municipal Building located at 3000 Lebanon Church Road; block and  lot 311-K-222, 311-K-200, and 311-K-200-1. A complete description of the land being sold is fully set  forth in the Instructions to Bidders which contain the complete terms of sale and may be obtained from  the Borough Manager during regular business hours. Sealed, signed bids will be received only in writing  and only on an approved bid form which must be received in the office of the Borough Manager no later  than 4:00 p.m. prevailing time at the Borough office at 3000 Lebanon Church Road, West Mifflin, PA  15122, on January 21, 2014. After the Borough Manager has received a bid, it may not be withdrawn.

PUBLIC NOTICE is hereby given that the Borough Council of the Borough of West Mifflin, Allegheny County, Pennsylvania (the “Borough”), at a special meeting onNovember 13, 2013 at 6:00 p.m., prevailing time, at the West Mifflin Municipal Building, Council Chambers, 3000 Lebanon Church Road, West Mifflin, Pennsylvania 15122, will consider an amendment (the “Amendment”) to an Ordinance adopted by the Borough Council on October 15, 2013 (the “Ordinance”). The Ordinance authorized the incurrence of non-electoral debt of the District pursuant to the Local Government Unit Debt Act (the “Act”) by the Borough’s issuance of its General Obligation Bonds, Series A of 2013 in an aggregate principal amount of $4,090,000 (the “Series A Bonds”), General Obligation Bonds, Refunding Series B of 2013 in an aggregate principal amount of $1,940,000 (the “Series B Bonds”) and General Obligation Bonds (Federally Taxable), Series C of 2013 in an aggregate principal amount of $8,245,000 (the “Series C Bonds” and, together with the Series A Bonds and the Series B Bonds, the “Bonds”). The Amendment will clarify the intended use of the proceeds of the Series B Bonds as including their use in paying the costs of refinancing existing debt of the Borough as well as costs of certain capital expenditures for the Borough.
